Kansas Age-Appropriate Design Code

The Kansas Age-Appropriate Design Code Act (SB 499) was introduced on 9 February 2026 and referred to the Senate Federal and State Affairs Committee.

The bill would improve young people’s digital experiences by requiring tech companies to implement privacy-by-default and safety-by-design protections for kids online. This means not collecting or selling their data, setting high privacy standards by default, and avoiding manipulative design. Additional chatbot protections establish clear liability standards for injuries caused by the use of chatbots, while imposing strict privacy, data use, and transparency requirements on chatbot providers. The bill foresees enforcement via the Attorney General and a private right of action.
