Explanatory Notes: UNCRC General comment No. 25

Following the Council on the Rights of the Child’s adoption of General comment 25 on children’s rights in the digital world, 5Rights has produced these explanatory notes to offer further understanding and provide tangible, real-world examples which illuminate the provisions of general comment no. 25.

The digital environment covers a vast range of intersecting circumstances and contexts and it is not possible to capture all of them. These notes are intended to anticipate questions and signpost to approaches that have been brought to our attention and reflect the particular concerns that were raised in the course of research and drafting.

The Comment will mean the 196 States who are signatories to the Convention will now have to report formally on its provisions. Its adoption makes explicit – for the first time – that children’s rights apply in the digital world. 

After three years of work in which 5Rights Foundation supported the Committee on the Rights of the Child as they drafted the General comment 25, we celebrate this incredible joint effort on behalf of children across the globe. 40 nation-states, hundreds of organisations, 709 children and 50 dedicated experts from 28 countries have contributed to the process.
