Overview
With the adoption of the Digital Statute of the Child and Adolescent (ECA Digital) in September 2025, Brazil became the first Latin American country to enshrine age-appropriate design standards into law. Regional cooperation will be essential to build on this momentum, replicate best practices, and establish coherent standards for tech companies across Latin America and the Caribbean.

Children’s experiences
In Argentina, nearly all children and adolescents have internet access at home (96%), but 46% report problematic use related to the internet, mobile phones, and video games, such as lowered school performance. Additionally, in Brazil, the personal photos of children are being used to develop powerful artificial intelligence (AI) tools without their knowledge or consent.
Our work in Latin America and the Caribbean
5Rights conducts impactful research and works to promote best practices and regional collaboration throughout Latin America, partnering with civil society organisations and regulators.
Following over three years of research and campaigning by 5Rights and partners including Alana and Human Rights Watch, Brazil has become the first country in the region to implement UNCRC General comment No. 25’s standards by requiring tech companies to assess and mitigate the risks they expose children to.
We continue to collaborate with a variety of stakeholders to ensure meaningful implementation and to accelerate change across the region, leveraging this momentum.
